But MCPS can and should still investigate if there has been a violation of the teacher code of conduct, per the advocate’s points above. |
| They should but they don't. |
how/why does law enforcement “choose” not to investigate. Is there a principle behind it, like “we only investigate assaults if reported by the victim”? For example, if someone reported that a friend got the shit beat out of them, would that assault be investigated even if the victim didn’t report it? |
And, regrettably, pretty much everywhere else in society. |
But other jurisdictions investigate, arrest and convict. That's why many of the MCPS teachers arrested and convicted are caught by outside law enforcement agencies. Other agencies take these cases seriously. Montgomery County doesn't and doesn't protect the victims of sexual abuse by teachers. Montgomery County goes so far as to name the victims in public records. John McCarthy is the Montgomery County State's Attorney and he is up for re-election. |
Tell that to the parents of Catholics, Southern Baptists, Scouts, etc... |
|
MCPS has closed door meetings with CPS and the Montgomery County Police Department without any representation for victims at these meetings. MCPS often spins the truth and circle the wagons around staff reported.
The Attorney General should look into these meetings. |
And you know this because you're also in the meeting?
|
|
You mean to the organizations that have been investigated and there have been prosecutions? Yes. Those organizations have had their feet held to the fire. MCPS has never been investigated like Catholics, Southern Baptists or Boy Scouts. It's time. |
It took the DC Police to arrest the crew coach and Whitman teacher. There’s no memorandum of understanding with DCPD and MCPS. There’s a reason why they made the arrest but complaints from 2018 were not followed up with in Montgomery County. |
Is there an MOU between MCPS and MCPD? Is it publicly available? |
| I think there are multiple mou’s between MCPS and MCPD related to different scenarios. |

The current Memorandum of Understanding with MCPS, MCPD, CPS, and the State Attorney’s Office:

I’m not sure why the link isn’t working but the Memorandum of Understanding is at the bottom of the MCPS Child Abuse and Neglect webpage: https://www.montgomeryschoolsmd.org/childabuseandneglect/ |
