At a work conference in VA & fully half the women are wearing tall boots over pants

The pants are IN the boots, genius.

Yes they are, but do they fit smooth? Or do they bunch over the top of the boot?

OP, can you please clarify a few points.

Are you in NoVa or another part of the state?
Are the attendees at your conference from the DC area or have they traveled from other parts of the country?
Are they wearing skinny dark pants with suit jackets and knee boots? I am having a hard time picturing it.

I was out running errands all over the DMV this weekend and saw plenty of women in all three jurisdictions wearing jeans tucked into tall boots. I have never seen women wearing tall boots with business casual clothes in this area.

One clarification. If women are wearing tall boots in professional clothing, it’s usually with skirts and dresses.

The fact that MANY women are still wearing tall boots over tucked in pants should not make you think it’s in style or something you should wear.

Most Americans are obese or grossly overweight. I wouldn’t rely on the masses to determine your lifestyle or fashion choices.

Sadly agree. I would consider it a fashion win if no one was wearing leggings.

Actually this is perfectly acceptable year round look if you have fungus and or when you work with menuer.

Manure.

I’m in NoVa.
Attendees are predominantly from Virginia (all parts).
Yes, skinny dark pants, black boots that come just under the knee, and professional wear on top (shells, blazers).
Lots of them!
