The US and the vast majority of nations that matter do not recognize Taiwan as a sovereign nation. The US recognizes Beijing as the sole leader of China.

Clearly there have been decades of wordsmithing and position taking and formalities intended to ensure that the question both has no answer AND each side can credibly claim that it does.
