That country didn't turn him over. The idiot sent the package to an undercover U.S. FBI agent by mistake. Presumably someone with embassy connections or connected to it in some way.
That is not how I read this story - from the Post:
The court papers say that in December 2020, an FBI official received a package that had been sent to the foreign country containing U.S. Navy documents, a letter and instructions for how to conduct encrypted communications with the person offering the information.
To me, that reads as the FBI was alerted by someone from the foreign country, not that the FBI initially intercepted the package. Russia would not turn this over to the FBI, but France, as an ally, would.
