Okay, so maybe a country that is 'lower' tier on the global scale but feels like I could get more from cooperating from the U.S. than in screwing it over? Korea? Maybe France could be right. But the traitor asked for the country to be prepared to get him and his wife out of the country in case they were discovered which would at least indicate there's no extradition let alone a ally that is super-interwoven with the U.S. in a NATO alliance.

There are certain passages in the complaint that people are speculating could mean the other country has nuclear subs already that lag behind ours. Maybe India?

I'll go with my husband to a CVS but I draw the line at becoming complicit in a national security enterprise.

The next month, Toebbe and his wife drove to a location in south-central Pennsylvania and allegedly dropped off another SD card with hundreds of pages of schematics, drawings and other documents. The complaint described it as sealed in a Band-Aid wrapper on this occasion.

An extradition treaty doesn’t mean the other country could be forced to extradite him, although it would be a big breach of foreign relations in this case. This guy made some pretty dumb mistakes in this whole affair, though, so I don’t know that he was thinking too hard about extradition treaties.

Nevermind. Apparently the country does have extradition. So yeah could be France.

“Should that ever become necessary, I will be forever grateful for your help extracting me and my family. I surmise the first step would be unannounced travel to a safe third country with plans to meet your colleagues.
