I think it is because her shoulders are hunched to get the scissor angle correct. I would need to see a picture of her standing normally to judge.

Yes, the fit in the boobs ruins Melania’s white dress totally. A blouson effect on a too stiff fabric, the little belt and buttons don’t fit well and the strange dart picker all add up to a surprisingly bizarre top half on a dress that is otherwise very simple.

that dress should have been an easy win for her! she looks great in white, it's not too short and tight, the cut is appropriate overall. it's just weirdly loose at the bust and weirdly tight in the mid-section.

do they not have any tailors willing to work with them or something?

Is this even a self-belted dress? It actually looks like it was made as a long A line dress that she decided to belt...and sure enough it doesn't work, because the waist is too loose and the corners can's be tucked in. Again, this woman doesn't have any stylist because she believes she can do it herself. She can't.
