I think that John convinced Billy to take the fall. That is why he was coaching him in that one scene 'you have to say it'. I don't think Lori talked to Billy. So I imagine John told Lori that Billy had agreed to take the fall specifically because this was all to protect Ryan, and Ryan would still need his dad to help him as he'd just endured this trauma and John would need to deal with taking in DJ.

But agree John is a horrific human. But I am honestly not sure what I would do as a mother if I was in her shoes and someone came up and told me that a relative was going to take the fall like that to protect him. I can't even imagine it. Anyway I think Lori thought that Billy was doing this of his own free will and that is different then John who was forcing him into it and then decided to kill him because he wasn't sure Billy could be convincing.
