Speaking of NIH, two colleagues are leaving my IC and going to another IC; maybe it doesn't apply to internal offers?

We just had one transfer to another IC as well.

Any job application progressed recently after freeze?

Like several other posters, I have an TO but was still working out the EOD date (I am moving to another component in my agency). I reach out to HR about 1x a week and each time am told they are still awaiting guidance. At this point, I would just like to know whether or not I will be waiting out the freeze and starting or if the offer is going to be pulled. I hope we all start to hear something soon.

My agency has told us that we can't do internal reassignments, i.e., cannot move someone from one office to another office even if they would have exact same title, pay, etc.

It doesn't make any sense but that is what we are hearing.

The issue is that these are not really reassignments in the federal government. These are completely different jobs from a government HR perspective. Jobs don't tend to be fungible in the federal government.

That is against the explicit instructions in the executive order.

Reallocations means internal reassignments.

Details (reimbursable and non-reimbursable) between agencies are also not affected; however, agency leadership should ensure that any reimbursable details between agencies are not being used to circumvent the intent of the hiring freeze.

p. Term and temporary appointments of existing Federal employees may be extended up to the maximum allowable time limit, consistent with the conditions/requirements of the legal authority originally used to appoint the employee.


This means that agencies can shift existing civil service employees as needed to fulfill the greatest need for the agency. It also means that the government can continue with details as needed to temporarily fill positions of high need without actually permanently moving someone into the position. This is especially helpful to assign someone with a lower grade to help fulfill certain job functions of a higher position in the interim when they cannot hire a higher grade person to permanently fill the role.

After 10 years at the same job, unhappy for a long time, finally applied a new job and got interviewed, then hiring frozed the day after interview.

So depressed... Can't stand current job any longer but feel so helpless when hiring freeze will be lifted. So depressed ....

Trump only cares about his daughters clothing brand sale. He doesn't care about us - ordinary America citizens who became victims of his political hiring freeze. So unfair !
