ok but why does Johnson's CR expiration date matter at this point? why does the House 'have to' come back and vote for something after 11/21 specifically? or for that matter, 11/27?

I am so annoyed that the House isn't back. How can there be any negotiation with half the parties gone? It also feels like nobody cares about all the people not getting paid.
