The problem is that there have been a LOT of women that cry wolf and then it turns out that they lied. I can think of 3 women that I knew in school that cried rape only to then later say that they just said that for x,y,z reason.

I want to believe every woman that says she is raped but some people lie, especially when a large amount of money (as in, a civil case down the line).

I didn't say that I think she is a part of a conspiracy. I said that I can't believe every woman that cries rape. I'm waiting to hear more about the story before I take any sides on this. They're both innocent until proven guilty.

Less than 5% of cases, just like other crimes. There is not an epidemic of people falsifying police reports, despite anecdotal claims to the contrary.
