The estimated 2023 pay scale has been published here:

Note that this is not finalized as the President has not signed off on it yet. Locality pay adjustment for the DC metro area is 31.53%.

that pay scale just posted assumes a 2.6% raise. I don't think that's correct.

I thought it was sent to Biden as a 4.1 increase with 4.6 including locality pay.

Can they do a raise without a budget being passed? I get that Biden approved some sort of "special rate increase" but does that matter when there is no budget?

I like this calculator, for the 'how about a raise' bottom half of the page. If you enter grade, step, locality at the top, you can get an idea of your 2023 pay with a 4% or 5% raise.
