Yep. On different days |
Sorry, figured out keypad/code post.
One argument is they are safer bc keys can be copied, former tenants may have, etc. But, from what I've observed, the codes tend to become pretty widely known and many delivery people, Amazon drivers and others have them. Pava's building also had keycode access to the individual apartments. Only as safe as weakest door control. The adage about never willingly going to another location and fighting or making noise may have saved her life. So sad. |
Not just girls. Anyone in a dorm, apartment bldg or condo building who goes in and out has the potential to let someone like this in. If they are not harmed directly, violent predators can lurk and attack someone else. You or your elderly mom could walk out in the hallway and be attacked by someone hiding in trash room, package room, etc., for example, or not seen on cameras if front desk is not 24/7 as most are not. Not clear if her building had a desk despite being a former hotel? We can't control other people or how vigilant the Door Dash delivery person is. This brings the risks of multifamily apt or condo or dorm living home. I've lived in rented housing with roommates who leave doors unlocked or windows open. A lot comes down to area (DC and Baltimore both higher crime) and unfortunately, luck. Many luxury buildings in Logan, at The Wharf, etc. have poor door control. Hotels are obviously a risk, too. Cameras documented for after the fact but are no replacement for front desk personnel, security who do walks, etc., which are much more limited these days. |
Yikes - he was arrested in Bowie. |
It just gets worse. He used the "key" line in the first rape for which he was convicted.

https://www.cnn.com/2023/09/29/us/baltimore-tech-ceo-killing-pava-lapere-friday/index.html On Friday, Billingsley was captured on video following LaPere as she walked home, law enforcement sources briefed on the investigation told CNN. LaPere did not seem to notice the suspect, who kept a distance from her, they said. LaPere entered her apartment building’s lobby but returned to the front door after she saw a man, later identified as Billingsley, waving at her through the glass, a statement of charges obtained by CNN affiliate WJZ says, citing surveillance footage. Billingsley appeared as though he was having trouble getting into the building – as if he had forgotten his keys, the sources said." |
And this scenario is EXACTLY what preceded a shooting last week on Connecticut Ave: a black man let himself into an apartment building on Brandywine with a stolen / not his own key card. Then he shot residents of the building. He has like 29 prior felonies, including gun drug dealing and assault felonies, so it’s quite possible he would not have the appearance of a black lobbyist or a black surgeon or a black first grade teacher or a black active duty Navy Lt.Col Suspicious, in other words, despite possession of a key card Damned if you do, damned if you dont. |
I know these buildings and pop culture promote "walkability" but it's always better to take a cab (safer than Uber, they fingerprint) at night and have them wait until you get in. Walk around in sketchy neighborhoods, surrounded by worse ones, and you may catch the eye of a dangerous predator. I get that it wasn't late, around 10:30, but it's a protection.
If only she'd gone straight to the elevator and up to her apartment. So tragic. I do wonder if he has other sexual assaults that were not reported? That his initial victim was not warned of his release is a policy that needs to change. Maybe there needs to be a policy of publicly announcing all reported sexual assaults, too, so people can be on guard. But, need to be on guard, regardless. |
You are misstating facts re: the Brandywine shooting. I believe he was given the key card, there is no evidence it was "stolen." He associated with a resident of The Saratoga and was in the building for that reason. After walking out with his cousin and the victim he shot the victim outside on the sidewalk. The shooter, the second man, and the victim all live EoTP. All were known to one another. Buildings have visitors, no way around it. No idea what this means? Apartments, condo buildings and dorms are ALL public spaces. You can't 100% control who has access and you should be on guard. Will dangerous people sometimes get access by having a code, key or being let in? Expect it.
Having worked in the field of SA, predators are indeed sometimes well dressed, gainfully employed and in possession of impressive credentials. Keep your guard up re: all people you don't know and teach your children the same. The Baltimore case is quite different in that it was a crime between strangers, not people known to one another. His prior crime in Baltimore was more similar in that it was targeted amongst people known to one another, perhaps through criminal activity, per LE comments. Both were horrific crimes and hopefully he will never be on the streets again. Ideally his case will lead to legislative and policy changes. |
Besides being wrong on the facts (read the other thread) you seem to suggest that only black men rape?! GTFO with that, men of all ethnicities commit sexual assaults. |
The facts re the couple who were set on fire (and the woman raped) are absolutely awful, yet for several days no one seemed to care until the tech woman was found killed. Nothing in the news. No sense of urgency. NOTHING. The family of the couple is criticizing the police and the man is saying perhaps the tech lady wouldn’t have been killed if the public had been warned. The couple is black. Tech lady, white. |
|
This has been explained by the police. It's not a conspiracy. I think their explanation is total horsesht, but the Black police officers weren't doing an internalized racism. |
Some people are not right in the head. Some things cannot be fixed. At some point, safety of the public has to factor in. And yes, keeping such people off the street is very expensive. https://www.thebaltimorebanner.com/community/criminal-justice/jason-dean-billingsley-bail-review-hearing-homicide-pava-lapere-PPJZSERLMBDNRB6DQ7ZSYS2HLQ/ |
I wonder if he blames the man or couple for his getting fired since he had done maintenance work there? |
