One example re: tracking, Billingsly stole the man's phone and they were tracking it and calls made (he called his mom for $ and others). That is why he says at one point they were 88 meters from him. They said as soon as they did the press conference he turned off the devices (multiple) they were using to try to track and stopped staying at any known locations. He knew the woman in the rooming house, so they made the assumption it was targeted (there is some history there the cops did not want to get into "talk bad about victims") and not a general threat to the public. Said in hindsight they would do it differently, obv. |
The narrative should be to use your God given commonsense.
To go for a walk alone at 2:00 p.m. or a.m. can absolutely make a difference in safety outcomes. So can choosing to leave your home locked or unlocked. |

Many young girls seem to believe that they can "identify out of" becoming victims of male violence with a NB identity, etc. Alas, a small frame, sloped shoulders and female gait will still read as prey to predators. The messages targeting that generation need to be countered by common sense safety protocols and teaching situational awareness. On Friday, Billingsly stalked without any pushback from situational awareness. On Sunday, after a neighbor resisted letting him into the building, "didn't feel right" he moved on. All we can do is up our odds and value our own safety and the first step is being aware of who is around us and what our instincts are telling us. The Gift of Fear, pepper spray and a loud personal alarm are great gifts.
Door alarms are a great idea for those who travel, I have been hearing more about rapes in hotels, sometimes by staff and doors without a security lock in very high end hotels (including in Baltimore, bringing security discussion full circle). Safest not to register as a single guest with a female name that can be accessed by staff, learned that on a different DCUM thread. Stay safe, all. |
This is a conversation DC needs to have about rapists, too. Even if they are under 26 at time of offense. Serial rapists do not stop, they instead, escalate. Public safety matters.
