And that’s in addition to the $1 billion in bond debt the district currently holds.

Not to mention, it’s almost certain that Orange and Osceola Counties do not currently have the road maintenance crews, fire fighters, police officers, etc. needed to service that area. Currently, Disney has a security crew that provides some law enforcement, while leaving arrests and other matters to local authorities. The counties will have to cover all enforcement now.

It’s hard to see how this weird MAGA-pandering doesn’t come back to bite DeSantis. Just depends whether it is in time for the election. Nothing would mobilize voters in those two counties to go to the polls like a massive tax hike.

The land has one of the most profitable theme parks in the world on it. That theme park can now be taxed. Reedy creek was already 'taxing' it to service the debt and to pay for services. Between the already existing tourist taxes and sales taxes, the counties will come out fine financially.


The theme park was being taxed already.

Now the counties will need to pay to provide services to all of that land. They will also need to pay to maintain all of the facilities that RCID currently pays for. According to the RCID website, that includes:

4 theme parks, 2 water parks, 1 sports complex, 175 lane miles of roadway, 67 miles of waterway, the cities of Bay Lake and Lake Buena Vista, an environmental science laboratory where the continuity of water quality is monitored, an electric power-generating & distribution facility, a natural gas distribution system, water and wastewater collection & treatment facilities, a solid waste and recyclables collection & transfer system, plus over 40,000 hotel rooms and 100’s of restaurants and retail stores.

Do you honestly think these counties have the resources to be able to maintain all of that?


Do you honestly think Reedy Creek is responsible for the theme parks, water parks and sports complex? If those are actually in Reedy creek's name, then they can action them off and not worry about taxing anyone. Of course, they aren't. Disney will either subsidize them or deal with whatever the counties can offer. My guess is that Disney subsidizes the county rather than have revenue fall off a cliff because the county has decided that it doesn't need the same trash pickup frequency

Why can't they contract with the counties to do the work?


Because that’s not allowed for essential services. That’s the entire point of making an improvement district — it allows you to partner with the local government to essentially share the burden. That’s how Disney currently does security within WDW, for example. Their security team provides some of the enforcement, while contracting with local government to handle arrests and matters that they cannot legally do themselves.
