Trump says troops are getting paid

Anyone have any idea of how this works in practice at DOD? At my agency this could theoretically be accomplished by “taxing” each component to come up with a portion of the funding needed, but on the flip side you can’t turn payroll $ into discretionary funds, so what happens when the govt is funded and they get the payroll $?

Usually, if you don't have enough votes to pass something as is, you need to make some revisions in order to get more votes. That's not happening here. It's not democrats job to rubberstamp everything.
