Congress has declined to assert its Article I authorities around spending, so I guess nothing matters anymore. Trump is our King, because a minority of people want that and the Electoral College allows them to decide. |

Yup. Troops going unpaid was a major lever in getting GOP to negotiate. I will be surprised if Trump can pull off making this happen though - from a logistics standpoint. |
