I would suggest that those who have problems seeing butt cheeks avoid Europe at all costs. I was stationed in Germany in the 70s and even then women sun bathed in city parks topless. Who decides what is sexually flirtatious to you? It sounds like you decide that, for yourself. I don't find swim suits sexually flirtatious, so maybe that's a you problem. And you definitely said she was ASKING for the attention and implied that she DESERVES what happens because of the clothing she chose.

I don’t belong to a swim club, but I live next one. These skimpy outfits are not only a moral outrage but a safety hazard as well. Last week I was holding my binoculars with my one free hand and dropped them on my foot.

Im male and recently started wearing my thong to the condo pool. The women are very friendly to me and often get compliments on my leopard print gstring. The men won't play golf with me anymore and I don't get invited to barbecues.
