Panetta was a member of the United States House of Representatives from 1977 to 1993. He served under President Bill Clinton as director of the Office of Management and Budget from 1993 to 1994 and as White House chief of staff from 1994 to 1997. He cofounded the Panetta Institute for Public Policy in 1997 and served as a distinguished scholar to chancellor Charles B. Reed of the California State University System and as a professor of public policy at Santa Clara University.
By the time he was nominated as defense secretary, Leon Panetta had served as a US congressman for over 15 years (1977 to 1993). He had been director of the OMB. And he had been the director of the CIA. (As CIA director, he also oversaw the operation that killed Osama bin Laden). So Rep. Panetta had extensive experience both on the appropriations/legislative side of national defense and security issues, but also in actually running agencies with substantial budgets on the executive branch side. Mr. Hegseth brings none of that experience. He came to his hearing unprepared and with no familiarity of the Association of Southeast Asian Nations, a group with strong US ties (in other words, dude doesn't even know who our friends are in a strategically important global theater).
