Yes, Panetta was more than qualified, and anyone who says different is an idiot tool.

1. 1963- Panetta graduated from law school and passed the California Bar 
2. 1963-1965 Lt. in the Army Military Intelligence Corps and received Army Commendation Medal
3.  1969-1970 Director of Office of Civil Rights at HEW
4. 1977-1993 Congressman representing California congressional district
     3a. Chairman of the U.S. House Committee on Budget
     3b. Chairman on Subcommittee for Personnel & Police
     3c. Vice-Chair of the Caucus of Vietnam Era Veterans
5. 1993-1994  Director of Office of Management and Budget
6. 1994-1997  White House Chief of staff where he dealt with both foreign and domestic policy
7. 1998-2009  Professor of Public Policy at Santa Clara University
8. 2009-2011  Director of the CIA
9.  2007 Established the Panetta Institute of Public Policy at California State University[/quote]
