Because everyone knows that HS kids who are disruptive and dangerous aren't going to change unless there's some type of miraculous change that happens at home. No one wants to put their kids through some social experiment.

Before social media, it was a lot easier for a troubled kid to get a fresh start. Now new peers and teachers can easily drag up your past and it is harder to break free of a bad crowd at your former school. If my kid was ever in this position, we’d have them delete SM and block all old contacts.
