Such scams are rampant in China. In HK, as much as things have gone downhill over the past 6 years in many aspects, they still have the rule of law in most situations. I’m sure there are many such cases that have escaped without being caught. But at least, these scams have not become part of the system in which people are complacent.

Were you in Hong Kong before the 1997 handover?

They don’t just cheat, but they often get around the system using loopholes. I do believe such behaviors are the product of their own system — they don’t know how to behave in a high-trust society.
By sharing answers?? Absurd to call these loopholes when it is blatant cheating. Ask your students if there is cheating and you’d be surprised how prevalent the issue really is.

2. Cachet/prestige from studying abroad is a significant advantage in gaining employment in China.

3. Many want opportunity to emigrate to US and college is an initial step in that process.



Cheating on the gaokao is a crime punishable by up to 7 years in jail
Over 10,000 individuals have been penalized for cheating.
Students are banned from retaking the test for up to three years if caught cheating.

Cheat on the SAT and nothing happens. Lie about a learning disability, nothing happens.
