It's unlikely. That means they're a brand new principal.
They probably wouldnt start in high school. But the fact that she supervised an intern is no doubt part of why she got the job supervising new principals. It's something she has done and likes to do.
In a similar vein, "acting" principals are AP's who did not get to their internship yet. They are tapped when the hiring window has closed and there is an open principal position. They get extra support from a trainer and have to re-interview for their job at the end of the year.
Lately they have appointed several HS principals that had not been principals elsewhere first. For example, the new-ish principals at Poolesville, Einstein, Rockville, and Northwest were promoted from AP or principal intern positions.
