Entering a plea at arraignment moves the case forward and yes, provides for discovery to begin (which the prosecutor turns over immediately upon receiving as it comes in). Nearly every criminal case starts out as a Not Guilty plea-- some end up pleading guilty as charged, some plea to lesser charges (plea bargain) some end up being found guilty by court or jury trial and some are acquitted. It is rare for a case this serious not to at least go through a preliminary hearing-- essentially the prosecutor has to show jurisdiction and proof of each element of the crime(s) charged (to a probably cause standard, not beyond a reasonable doubt). Some cases do skip prelim and the state will go through a grand jury which avoids the defendant and defense attorney altogether and indicts the defendant. Given the publicity in this case, I wouldn't be surprised if they go with the grand jury to try to keep some details out of the press as the proceedings are not public.
