Meh, not OP but I don't think it's disturbing. I'm 46, but in my 20s I had many strange men make me nervous in public. Women are conditioned to not rankle men or make them uncomfortable so I would tolerate it - try to not rock the boat - then after the encounter I'd always regret it. I used to feel horrible about it until social media in the last 10 years introduced me to a ton of feminists who would call out and label this behavior as totally normal survival skills.

I'd love to think a 25 year old woman would go over and call these guys out - but in the moment it's normal to freeze.

You must be a hermit with no access to any media. Most women are absolutely conditioned to not make men uncomfortable. This is why perverts and predators get away with so much. A common reaction in these abusive situations (especially if the man is an acquaintance) is freezing or excusing/confusion.

People getting on this young woman for not knowing what to do all propose different reactions so there is clearly not some most appropriate action to take.

You are correct. They photograph them, get their license plate number, get someone to look that up, get an address then abduct them while they are getting into their car. The photographs are to shop them around to prospective customers.

I had a 60ish year old man trying to take photos of me on a carousel with my toddler daughter. I blocked our faces/bodies each time we went past him, he looked angry then disappeared.

It feels pretty gross especially when they do it so obviously, it's a shock. But these men wouldn't care and had your daughter gotten up and interacted with them in any way, they would've been thrilled I'm sure. These people are screwed up weirdos. Sick.

Many adults remain close to their parents for life. It is something special and comforting, and if she texted her mom when she was concerned or scared...it is probably better than texting another 20 something.

Men are terrible. Raise your girls to tell them to F off. I was traveling the world alone at 25 for work. Glad I grew up learning martial arts and generally how to stick up for myself. Good that they told an employee. If that happened to me I would tell the guys to F off, tell the employees and then ask for someone to walk me to my car.
