No usually you are arrested and then charged but with an arrest warrant you can also have charging documents.

Riiiight, because most criminals are really thinking that they're going to be caught. And most criminals are also hoping that they'll be indigent so that they can be afforded a public defender.

I watched the video again. I think the lurker is in on it with JM. First the lurker walks down and jumps in the doorway. at the same time Jesse is walking on the other side. Then Hannah walks down and the lurker jumps out like he was waiting for her then Jesse follows behind them. The lurker misled cops and said he saw a man that was bald. They are both creepy and seemed to be stalking her.
