The Pre-sentence Report written by Probation recommended 7-9 years for Stone. We know this because Stone's lawyers mention it in their brief. So DOJ was just following that recommendation.

And Bill Barr apparently lied to Lindsey Graham today when he told him the guidelines were for 3 1/2 to 4 1/2 years.
