Yes. While we may say that a 15 year old brain is not fully developed, a 15 year old who is not mentally deficient absolutely knows right from wrong.
These teens know their records will be wiped clean when they reach a given age. That practice should absolutely be halted.


It's not about knowing right from wrong -- it's about impulse control and understanding that the future will actually arrive, knowing how to plan ahead etc. To treat a 15 year old as an adult because of the severity of their crime is just insanity. We are better -- and smarter -- than that. Throw all the therapy we can at them while incarcerated and raise the age of release to 24. But don't treat them like adults. THAT is criminal.

If at some point the MPD releases a statement that it is looking for additional assailants as identified by the victims or the two suspects, or that they have video footage of additional people attacking the victims, I will agree that there were however many number of attackers.
