Honestly in the context of airport pick up and drop off, 3 minutes might as well be 10-15 minutes. It's a pretty fast turn around.
As for whether you need to pay it, you did refuse to move, the supervisor sided with the parking officer, and you got a ticket for refusing to move your car. Why wouldn't you pay that ticket? You undeniably did what you were cited for.
