OP didn't see an elderly person walking to her car. She had to send a child in to get the elderly person. If OP had any compassion for this elderly family member and/or an ounce of common sense, she would have parked her car in the garage and waited for the family member at baggage claim.

It’s not just “airport security”. It’s a full-on police in uniform w/badge and guns.

It seems like this is a situation where everyone involved should have parked and gone in to the airport.

If your mother can't make her way out to the curb for the designated pickup area by herself, then the "drive by and hop into car" model just won't work for her. You should have met her inside yourself, which is only really possible if you park and go in.

In addition to being a security hazard, cars just sitting there and waiting around for passengers who are still inside the terminal really screw up the flow of traffic for the rest of us.

In a future oriented context - there are a few places you can easily wait just outside the airport, and be at the curb in 3 minutes, assuming no traffic backup. I have used the cell phone lot there, but it's often full.

One of the waiting areas is on the southbound GW parkway about a half mile from the main airport exit. It's a little scenic view parking lot, you will often see black cars parked there as they wait to pick up their reserved clients. It's labeled as "Roaches Run Waterfowl Sanctuary" but it should be labeled "DCA black car free waiting area" if they wanted to be accurate.

The second one is off of Route 1 southbound right at 23rd Street. There is a little strip mall there and a CVS. If you park and sit in your car there for 15-20 minutes no one will care.

What jurisdiction/authority issued the ticket? Figure out how to get a hearing and show up and present your case.
