Military targets are military facilities, bases, factories producing weaponry or contributing to a war effort. The entire Gaza strip, which is home to two million civilians with no way out, is not a military target. But you knew that.
Hamas does not have big sprawling military bases like Fort Campbell that sit well apart from big populated centers. The Hamas military infrastructure is scattered all throughout the region. Gaza City is riddled with Hamas outposts, apartments, storage rooms, training rooms and small workshops that produce weapons, and these are all tucked in among legitimate businesses and the residences of innocents. That's why the IDF called for Gazans to evacuate.
I'm aware of that. I still don't think that reality means that the Israeli government is excused from its obligation to follow international law and to not commit crimes against humanity.
The IDF's evacuation order was a CYA move. They knew full well that it wasn't possible to evacuate Gaza City in the timeframe they ordered, and if they were somehow unaware, the UN told them as much. And they are still conducting airstrikes in the south. The same area where thousands of civilians are massed without food, water, fuel, or sanitation because Israel is not allowing them to receive humanitarian aid.
