My guess is domestic dispute, so most likely the culprit is the same race as the victim.

No link yet I see, just a twitter announcement about how they arrested a suspect.
It’s weurd how Bethesda magazine ID’d the woman as being 30 years old when her name wasn’t released yet. Do they know her or something?
