I've worked for the government for decades and never seen such blatant political statements in a broadcast email in my life. Blatant Hatch act violation but laws don't matter any more.
While I completely agree that it was inappropriate and irrelevant, I doubt it’s a Hatch Act violation. Sounds like everyone got the same paragraph so it was flowed down from the WH.

The president and vice president are exempt from the Hatch Act.
They didn’t sign the emails the departments sent out.
I've been present for shutdowns during a Democratic presidency (Obama, 2013) and a Republican presidency (Trump I, numerous false scares, 2018-19). I have NEVER received a shutdown-related email that called out either party. This is pretty shocking.
