The landscaping OWNER typically owns the truck, tools and equipment. The Owner can afford a truck(s). And yes, believe it or not they are Latino very often and they actually have some money. Friggin' stereotyping mofo's. Now - the gas tax does make it more expensive for them to run their business (same as truckers, delivery drivers, etc.), but they can bake that into their pricing.
