Williams is .60 because above list does not do a reduction taking into account students submitting both ACT and SAT.

I think the bottom line is this list is better than US News (not saying much, I know) if it is adjusted for % submitting scores. Look at the percent submitting scores column and the only outlier amongst the top schools is JHU (which belongs more with WashU).

USNWR is basically a popularity contest. If you compare their total scores to all the criteria they use, it's the opinions of college administrators that most closely follow the totals. And these administrators' opinions have been influenced their entire careers by the very rankings they're contributing to, plus their jobs depend on those rankings!

Every school has its institutional priorities but once those are met they are trying to fill the class with the strongest students they can attract. Test score profile is the strongest indicator of selectivity which is customers’ own ranking mechanism for which schools are best.

And Vandy, if I recall, has a lower % of submitters.

In JHU's defense, they have seen the writing on the wall, and have returned to requiring test scores starting with next fall's admission season.

Duke and Northwestern both had, for fall 2023, more test score submitters than Harvard Penn UChicago Brown etc. Among schools still TO for that admission season, only Yale had more (and of course test-required schools had more).

With JHU and Stanford returning to test required for the 2025-26 admission season, it will be interesting to see what Northwestern and Duke decide to do for next fall. Neither has announced a policy yet, as far as I know.
