Crackdown needed on flower vendors at intersections

I didn't know that the side of the road was free game for vendors. Brick and mortar stores should get in on this. Target can have employees standing alongside the road selling toilet paper.

I'm saying it is not about the wait when flower and water vendors approach your car. It's about having people approach your car that you didn't request. It can be a safety factor.

If they're allowed to break the law and start unlicensed businesses wherever and whenever they feel like it then why doesn't everyone else do the same and get held to the same standards?
