I'm saying it is not about the wait when flower and water vendors approach your car. It's about having people approach your car that you didn't request. It can be a safety factor.

The libertarian position is to let these guys do their thing. No need to follow government rules or regulations.

Sure, you could try to make that claim, but it’d be dubious given that I’m a citizen who works for a real company with an actual payroll department that automatically takes out taxes from paychecks.

I have never heard of a crime BY the flower sellers - there was an awful news report about a woman selling flowers who was grabbed and abducted in Silver Spring while in the road selling flowers. I don't know what happened to her
