No pregnant woman is required to certify their pregnancy with VDOT. For HOV purposes, there must be proof of existence for all passengers. The "already born" have that proof because you can see their physical being. The unborn, since you can not see their physical being, require a different form of proof.

Any woman who does not use HOV lanes has no need to certify their pregnancy. Pregnant women who use the HOV lanes, but already have the required number of passengers, without counting their unborn child, also have no need to certify their pregnancy.

Prison is big business. Lock em up. That's a lot of jobs. A lot. If we get everyone of those criminals that has had a miscarriage or an abortion or has helped someone with those situations...that will be like 25 to 50 percent of the population.
