For HOV purposes, there must be proof of existence for all passengers. The "already born" have that proof because you can see their physical being. The unborn, since you can not see their physical being, require a different form of proof. Any woman who does not use HOV lanes has no need to certify their pregnancy. Pregnant women who use the HOV lanes, but already have the required number of passengers, without counting their unborn child, also have no need to certify their pregnancy. [/quote]
