Like I've been saying all along, Manchin is NOT operating in good faith. He keeps moving the goalposts. Now he's saying they will be starting completely from scratch, has taken his December offer off of the table, is unwilling to do anything about anything at all until "inflation, covid and the national debt" are dealt with first.
