I still don't quite understand what is in it for Loudoun.

Loudoun gets to draw from a larger pool of boys for their DA. FCV gets to draw from a larger pool of girls for their DA.
Thats about it near as I can tell.

Does FCV have a boys player pool?

Lol!!!! Not true.

Loudoun has the biggest recreation program in Virginia. That is why there U little teams are good. They will now turn over all their top girls to FCV.

(FCV score)

FCV doesn't own fields and can not meet DA standards for facilities. They now have Loudoun's fields to use and can save money by reducing the cost for field space at Evergreen.

(FCV score)

FCV boys program is below standard. The one good team they have was stolen from Sterling. They will lose nothing to Loudoun

(FCV score)

Remaining top Loudoun kids go to Spirit. Loudoun girls team are now destoyed past U13.

How is this not true? Loudoun has a big boys player pool. Its now marginally bigger because of the FCV boys, even if they are weak, as you say. The FCV DA girls pool is now quite a bit bigger so they do get a big win, although they were already pretty strong there.
Further, and I think this was posted earlier, but those top Loudoun girls were gone no matter what after U13. The best girls can, and do leave for ECNL or DA programs at other clubs. This year isn't really any different, I expect you'll see former U13 Loudoun Red girls at FCV, Mclean, Bryc, Spirit, etc.

I think you're off base here. You don't have to own fields for DA, only have assured access. FCV had been awarded DA prior to the merger so already had sufficient facilities for DA. They do still score on the field access because Loudoun does have additional resources.

So exactly how did Loudoun win all this?

Mclean had issues with field lighting being inadequate or unavailable, and with the overall strength of the player pool. FCV has neither of these issues. They do however, have a bad website apparently.

per SoccerWire:

“There were a couple of issues that we had: facilities, because of our limitations on lights and that kind of thing,” said Watson. “One of the issues we had was having late practices. That was the best solution we could [find] in terms of sharing the lighted fields – and it doesn’t affect the entire year, but there are certainly those times of year when you need to have lights as it gets darker earlier. So facilities was an issue, and our player pool wasn’t quite what they would like for it to be.”

My guess is that the parameters of the partnership with Loudoun did not include giving up technical control of soccer operations. My understanding of Spirit's requirements is that they require technical control. This would have been a non-starter with FCV.

Ok

What technical control does loudoun have with FCV?
