Is the servicewoman Ivanka is pretending to listen to storing an Ipad AND a notebook at the bottom of her jumpsuit? Is that a thing?

I was paging though an aviation magazine for no good reason (it was there, not mine, and I was too tired to go to bed) and it was clear pilots use ipads for stuff (a lot of gadgets and software related to the ipad, for example) and references to notebooks. I'd guess she's a pilot.

Is the turtleneck two-toned or is it a layer? And if two-toned, wonder what the rest of it looks like.

I get that they use ipads for work, but wouldn't it be so uncomfortable walking around with an ipad hanging off your ankle? It looks like it is working for her and I wonder how.

I thought the same thing, actually. Came across a thing about a new Navy flight suit, it mentions ankle closures (you can see the ankles look more snug than the legs) and that it's easier to pull something out of the lower leg pocket when sitting or kneeling. So maybe no more of a bother than an ankle monitor.

No one seems to have IDed this getup. It appears to be a sweater set and the underside of the jacket is red. The turtleneck is a red accent. Agree, it's an odd day to wear camel monotone, plus couldn't she find something less frivolous for a base visit? She's both oddly coordinated, and completely out of place.
