With the scores OP posted, OP's kid should have been accepted first round with no need at all for a WISC. Adding a 138 FSIQ and then being rejected on appeals means that something major is up. Work samples, extra curriculars, and verbal scores don't matter with scores this high.

Yes, it seems likely that some paperwork was lost, or OP or the committee made some sort of mistake in the application.

I doubt the committee made a mistake twice (once with the initial application and then again with the appeals), so it's more likely that a huge mistake was made in the application file. I asked earlier, and OP never replied: Were all of the full score reports included? Was a copy of the psychologist's license included? If OP didn't follow the protocols for score reporting, then perhaps the scores were not viewed as valid.

Yes we included all of the scores
Wisc V was a 5 page report including doctors license

Have you tried talking to the director and requesting an in-person conference?

Not eligible most likely means that her kid was too young to be evaluated for an October submission.

He will be going to floris elementary

Not eligible at this time.

He is a 2nd grader applying in the round meant for 3rd through 8th graders. He is not eligible to enter into AAP mid year, which is what the October round is for (That is why this round includes 8th graders, for mid year admission).

The correct round for a 2nd grader is the January round.

They said someone from Aap will call me today to discuss

After the call we are thinking of going to the office directly

Not sure then how his classmates got selected that too with same or less verbal score

Exactly this. OP applied at the wrong time. The correct time would have been in January. It clearly states that those found eligible in the October round from homeschooling or private school can begin attending as a 3rd-8th grader in the second half of the year (which begins today). OP’s child is a current second grader and thus ineligible to attend right now. The correct time to apply would be January because then if the child is found eligible, he/she would attend in the fall as a third grader. It’s all right here:

Those of you saying OP applied at the wrong time do not know what you're talking about. That page linked above does not specifically refer to second graders, however 2nd graders who apply in the fall and are found eligible can start attending the following fall. The page does NOT say that 2nd graders can't apply in the fall and it does not say that they CAN apply in the spring. My child applied for fall admission from private school in October a few years ago, was found eligible and started attending the following fall. This timeline has not changed for at least the past few years.

Also, do you really think that FCPS would find someone ineligible just because they applied at the wrong time without an explanation? No, they would kick the file back to the parent and with instructions about the timeline.

Also, they reason they give the October timeline option (for students planning to enroll the following fall) is so that parents can make decisions about re-enrolling in private school since those contracts are typically due before the spring decisions come out.

It just doesn't make sense though that this child would be rejected. There are tons of kids with much lower scores and abilities that get in.

If they're rejecting a child with a WISC FSIQ over 130, they should have to provide some sort of an explanation. Form letters are fine for the vast majority of rejections, but in this case, it's wholly inappropriate.

Not eligible is what they say when your kid is rejected. For everyone.

That would be ridiculous. Having a rule that they do not provide explanations makes sense. Having exceptions to that rule doesn't make sense.
