[/quote] Yes, it seems likely that some paperwork was lost, or OP or the committee made some sort of mistake in the application.[/quote] I doubt the committee made a mistake twice (once with the initial application and then again with the appeals), so it's more likely that a huge mistake was made in the application file. I asked earlier, and OP never replied: Were all of the full score reports included? Was a copy of the psychologist's license included? If OP didn't follow the protocols for score reporting, then perhaps the scores were not viewed as valid. [/quote]
