Np. There is growing sentiment, across many circles I am in, that American universities should be for Americans. Maybe no more than 5% international. The global vs. homegrown balance has gotten out of whack.

Even If you agree with the premise, you do realize this is bananas? That the federal government blackmailing universities to comply with its demands is counter to everything the US stands for? I can’t believe some people are ok with an authoritative regime bc they think it means their kid gets a better shot at an Ivy.

Harvard is a private school that scams the local municipalities with no property taxes(we will let the kids use our athletic facilities once in the summer), is tax exempt received hundreds of billions in federal funding and often auctions off coveted seats to highest bidder for new buildings or endowed chairs. Elite privates have been at the trough for decades. Time to end the graveyard train.

Why and how do you think American students going to Europe are the same ones who would attend Harvard? That's insane.

European colleges last three years (not the usual four) and cost much less.

Yes, but imo there has to be a quota everywhere. Can be imposed by state legislature for public universities.
