Even If you agree with the premise, you do realize this is bananas? That the federal government blackmailing universities to comply with its demands is counter to everything the US stands for? Harvard is a private school that scams the local municipalities with no property taxes(we will let the kids use our athletic facilities once in the summer), is tax exempt received hundreds of billions in federal funding and often auctions off coveted seats to highest bidder for new buildings or endowed chairs. Elite privates have been at the trough for decades. Time to end the graveyard train.

European colleges last three years (not the usual four) and cost much less.
