The language of the bill clearly spell out what it does. People saying it doesn't do what it says are relying on selective enforcement. If there is one thing I've learned over the past few years its that when republicans tell you that they will do something that sounds absurd and that people dismiss as. irrational, it is usually exactly what they will do

He's a governor, not a dictator. The state legislators, regardless of party, can introduce legislation that the governor may or may not support or sign.
