What I don’t understand-
These are not licensed, street legal vehicles. Institute sting efforts, round them up and impound them en masse.

Or is DC just hoping Darwinism will take care of it??

So I did a little googling around, and it looks like ATVs are a problem in every east coast city (not just DC), including smaller cities, and police all have the similar problem: chases are dangerous to the rider and bystanders so the have limited ability to chase. That said, I think NPS ought to be able to do something. You don't necessarily have to chase to show that law enforcement cares. There was also a bill in DC that would prohibit refueling ATVs - that seems sensible.

I’m got a high tech solution. You heard it here first. Have a tracker that is built into each vehicle in such a way that removing it would render it useless. Then no chase but if they come into DC send progressive fines over and over. Apparently some are stolen so that’s a wrinkle. I also wonder if the same tech could just cut off the motor at the entry to DC?

Meanwhile build a park to ride in and even let them charge tickets.

They don’t want a park to ride in. The thrill is terrifying innocent bystanders, breaking the law and getting away with it.
