The ATV issue has been going on for YEARS--since the 90s at least. Nobody is going to crack down on this. It is a complex issue tied up in "dc culture".

Tell us more about what you know about big city life. What world cities have you lived in? DC barely rates, actually. It was designed to remain a provincial Southern capital and it sure has. DC is a small town person's idea of what a big city should be.

Sounds like you have limited experience of the kinds of struggles for neighborhood amenities that happen all the time in major cities that haven't been abandoned to destructive elements like DC has. Noise conflicts are the norm, not the exception, in cities that successfully include a middle class with families and working stiffs.

This is what happens when achieve a critical mass of white people in a formerly Black city.

Local teens having fun was never a problem until a bunch of white people from somewhere else moved here (to live in a city!) and then started complaining about the things that attracted them here in the first place.

Demographic change is normal. Pedantic point: this was only a predominantly Black city for a few decades. DC is also a formerly not Black city. Just don't make claims about what always was and forever should be because the always was part is not true.

Dude dc was “chocolate city” for like 30 years. Before that it was majority white. The point is that the demographics shift. You sound bitter. This is coming from here. I’ve done everything dc in the world from listening to rare essence, mungo sauce, kin’s karate, I’m more dc than you. This sht still sucks with these atv fks.

DC was a majority white city until the 1950s. And no one -- black, white, or other -- moved here because they were attracted to hooligans riding dirt bikes on sidewalks.
