Wrong. It applies to non-citizens, green card holders, every resident. You can relinquish your tax status in the UK and only pay in the US however. |

The money he received from Charles appears to have been a gift as he didn’t do anything for it. That means the tax due on that money would be the responsibility of paying taxes on that, all things being equal, would be Charles. You are oversimplifying. Money of a foreign National that is earned in another place is not subject to taxation if it isn’t connected to a us trade or business. I missed that. Aside from working, he can't just live in the US forever without a green card, work visa, or citizenship. Well, he can, but that would be visa fraud and illegal. |
There are also other legal forms of status to be legally employed. But he needs something. |
