Why is DC soft on crime?

What has Marion Barry done for the city other than turn DC Government into a dysfunctional mess? I remember the days when he told MPD to hire basically any black person off the streets regardless of record which proved disastrous for the city as most of those recruits turned out to be a bunch of problem children who either ended up in jail or fired. That's not even going into the fact that other basic city services were pretty much non functional under his administration.
