OP is referring to her own neighbors. On a day to day basis, it's pretty easy to differentiate between what's temporary and what's a permanent situation in your own neighborhood.

Mmm, OP might be describing my brother-in-law, who does not care about appearances, but cares very much about quality and value. He is probably far richer than most of you posting here. DH is the same way, but luckily I married him and we are getting lovely window treatments

There is no other explanation for the overanalyzing any part of this very simple question.

I propose all of your neighbors attract mice, rats and worse. And have sheets for window treatments when you are trying to sell your house in an upscale neighborhood. Because that neighbor was there first they "deserve" to have what they want in their windows? How much sense does that make?

Given the number of people here arguing otherwise, I'd say this issue is far from clear-cut.

And I grew up in the Midwest, BTW, where I've never heard anyone suggest the term is a racist one. It's not the most PC terminology, but that's different than saying it's outright racist.
